Salary: $10,075 to $16,124 per month (EM-07, Minimum to Maximum)
Note: Hiring rates will be based on the availability of funds, the applicant's qualifications, and other relevant factors.

This position involves the administration of a land use planning program or assisting in the direction and coordination of the State's major public planning program, including the development and evaluation of program plans and activities.

The role includes establishing project schedules, reviewing completed projects for soundness and consistency, and improving operational aspects. Significant public contact is required to establish and maintain effective relationships with other jurisdictions, agencies, public officials, and private groups and individuals.

As the Land Use Planning Division Chief, this vacancy is under the administrative control of the Director of the Office of Planning and Sustainable Development, Department of Business, Economic Development & Tourism. This position has full professional and administrative responsibilities for the Land Use Division, primarily to administer a public planning program, promote comprehensive plans, and recommend policies for the state's orderly growth before the Land Use Commission (LUC). The goal is to preserve, protect, and encourage land development suited for public welfare, involving research, analysis, and public engagement.

Qualifications:

  • Legal Authorization to Work: The State of Hawaii requires all employees to be citizens, nationals, or permanent resident aliens of the U.S., or eligible for unrestricted employment under federal law.
  • Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
  • Specialized Experience: Four and one-half (4-1/2) years of professional public planning experience involving data collection, community objectives, policy development, and public consultation. Must include responsibility for integrating information, advising agencies, and presenting plans and policies. At least one year must be comparable to the fully independent Planner V level in the state, which involves conducting major planning studies and establishing effective inter-agency relationships.
  • Supervisory Experience: One (1) year of planning experience involving supervising others, including assigning work, advising on problems, and evaluating performance.
  • Administrative Experience: One (1) year of experience in planning activities involving policy development, management, and coordination.
