The Honolulu Board of Water Supply (BWS) is seeking a Chief of Water System Operations (Program Administrator) in Honolulu. This leadership role oversees the Water System Operations Division, responsible for water distribution across the BWS system, including regulation, diversion, storage, and maintenance of mechanical, electrical, and telecommunications equipment. The position ensures compliance with water quality standards, safeguards facilities, and manages emergency responses.

Duties include but are not limited to:

  1. Formulating and executing policies and division priorities, analyzing operational issues, and assessing the impact of policies to ensure efficient service.
  2. Developing and implementing short-term and long-term goals related to water system operation, maintenance, and repair.
  3. Overseeing planning and review of division programs for efficient design, operation, and maintenance of water facilities.
  4. Developing and justifying the division's budget, evaluating resources, and reallocating as needed.
  5. Serving as the principal advisor on water system operations, including facility operations, water treatment, equipment maintenance, and control center operations.
  6. Developing internal procedures to provide high-quality services and coordinate among managers, supervisors, and staff.
  7. Planning organizational or operational changes with significant impact, establishing reporting relationships and controls.
  8. Coordinating work internally and externally, resolving conflicts, and ensuring smooth operations.
  9. Addressing personnel and administrative issues, keeping staff informed of goals and policy changes.

Education Requirement:

Equivalent to a bachelor's degree from a regionally-accredited four-year college or university in mechanical, electrical, civil engineering, or related field. Work experience may substitute for education on a year-for-year basis, provided it demonstrates the necessary knowledge and skills.

Foreign degrees must be comparable to U.S. degrees, with appropriate evaluation and documentation.

Experience Requirement:

Five years of registered professional experience in mechanical, electrical, or civil engineering, including two years involving water systems and pumping machinery, plus three years in an administrative role. Demonstrated knowledge of engineering principles, system evaluation, maintenance, regulations, and effective leadership is required.

Licenses:

Current Hawaii professional civil, electrical, or mechanical engineer license, or out-of-state license with the intent to obtain Hawaii licensure. A valid driver's license (Type 3/automobile) is also required.
