The Department of Human Resources is seeking a highly motivated and detail-oriented professional with government experience to lead departmental operations as an Administrative Services Officer I (ASO I). Under the broad policy guidance and direction of the Director and Assistant Director of Human Resources, this position is responsible for the effective and efficient planning, implementation, and management of budgetary, human resources, and other administrative and operational requirements of the department.

This ASO I position:

  1. Serves as the principal assistant and advisor to the Director/Assistant Director and is responsible for developing, maintaining, and overseeing sound administrative programs related to the ongoing operation and management of the department;
  2. Administers the day-to-day and annual department budget functions, oversees payroll, fiscal matters, accounting activities, and all personnel and administrative matters;
  3. Advises the Director/Assistant Director and DHR management in developing and executing Citywide and departmental policies and procedures, specifically relating to budget, personnel, and administrative matters.

Salary for the current ASO I position ranges from $7,520.00 to $9,775.50 per month. Actual salary will be commensurate with applicable experience and pending approval.

Education Requirement:

Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in business or public administration or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis, provided the experience has provided the knowledge, skills, and analytical ability normally gained from a bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited U.S. college/university. A foreign credential evaluation (FCE) must be provided for such education. We reserve the right to request further information or original transcripts.

Experience Requirement:

Three (3) years of progressively responsible professional experience in personnel management, budget analysis, or organization and management analysis, with at least one year in a government agency, demonstrating scope and responsibility comparable to a journey-level worker.

This experience should demonstrate:

  • Knowledge of principles and practices of governmental/public administration and relevant rules and regulations;
  • Ability to interpret and apply laws, rules, and regulations related to human resources and fiscal administration;
  • Prioritization and project management skills;
  • Experience managing fiscal and budget issues;
  • Personnel management experience;
  • Decision-making capabilities at a managerial level;
  • Excellent communication skills;
  • Ability to establish effective relationships with various stakeholders.

Examples of qualifying experience include roles such as Human Resources Specialist V, Administrative Specialist III, Management Analyst V, Budget Analyst V, etc.

Non-qualifying experience includes positions primarily supervisory without professional personnel, budget, or management analysis responsibilities, or experience not demonstrating the scope, level, and responsibility of the duties.

License Requirement:

Possession of a valid driver's license, as required.
