TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

  • Provides administrative supervision of the Hawai'i Department of Education's Autism Spectrum Disorder (ASD) personnel who provide the required array of services; coordinates the provision of the above mentioned services to students involved with multiple state agencies. Schedules and assigns personnel who provide the required array of services.
  • Ensures accurate data collection with regard to the Comprehensive Student Support System or equivalent including the identification of those students receiving the above mentioned services. Assists school administrators in improving the recognition of need for/and the delivery of the above-named services. Coordinates with the appropriate Autism Program Manager on the array of service for children with ASD.
  • Provides clear direction to contracted private providers of the above mentioned services including, but not limited to, school and district operations and quality of service provisions. Coordinates with the appropriate Autism Program Manager to ensure that contract specifications and contract monitoring activities are followed.
  • Identifies the need for staff professional development activities. Provides training and consultation to school staff regarding IDEA requirements/compliance. Attends planning meetings, as needed, with school staff in preparation for IDEA meetings.
  • Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.

Preferred Education: Graduation from an accredited college or university with a bachelor's degree in special education or a master's degree or higher in communicative sciences and disorders, applied behavior analysis, psychology, or educational administration.

Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Preferred Experience: Teaching students with disabilities, experience with program development and supervision.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.

Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.

SALARY RANGE: EOSR-7, $110,136 to $155,904.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT: Article 11, Appointments, paragraphs A2b and A2c- "All vacancies for State and District level educational officer positions shall be advertised for twenty (20) days prior to selection. Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
