Base pay range

$60,000.00/yr - $65,000.00/yr

The HR Manager works with the Accounting Department to process payroll for Bargaining Unit employees. They are also involved in the recruitment process, including posting job openings and collaborating closely with the President and the General Manager. The HR Manager conducts onboarding orientations in partnership with the Director of Fleet Maintenance & Safety and supports executive leadership by gathering information related to union matters. Additionally, this role plans open enrollment for management and administrative staff and provides data to 401(k) plan advisors and supplemental benefits providers. The HR Manager also consults with the Hawaii Employers Council on all human resources issues.

Essential Functions

  • Process bi-weekly payroll for Bargaining Unit employees using ADP and uAttend systems.
  • Review payroll reports to reconcile vacation, sick, and PTO balances.
  • Generate monthly reports for Health & Welfare and Pension Fund contributions.
  • Support the recruitment process by posting job openings across various platforms.
  • Process new hires and coordinate onboarding activities, including background checks, physical appointments, and road evaluations.
  • Conduct offboarding for employees who resign, retire, or are terminated.
  • Plan and coordinate annual benefits open enrollment for management and administrative staff.
  • Attend monthly meetings including Insurance Review, Safety Committee, and Staff Meetings.
  • Conduct random drug and alcohol testing.
  • Process documentation for FMLA, Workers' Compensation, and Temporary Disability Insurance as needed.
  • Schedule annual road evaluations in compliance with Driver Qualification File (DQF) requirements.
  • Conduct annual reviews of Driver History Records.
  • Develop and maintain Human Resources and Safety & Health policies and practices.
  • Generate reports for Operations and Management upon request.
  • Coordinate pre-employment full queries and annual limited queries with the National Drug & Alcohol Clearinghouse via a Third-Party Administrator (TPA).
  • Perform other related duties as assigned.

Knowledge, Skills, and Abilities

  • MUST have knowledge of Department of Transportation safety regulations
  • Knowledge of labor relations highly preferred
  • Basic knowledge of federal employment laws and regulations, including FLSA, OSHA, and FMCSR.
  • Basic knowledge of state laws and regulations such as wage and hour laws, the Prepaid Health Care Act, and disability compensation laws.
  • Understanding of laws related to discrimination, disability, and privacy.
  • Excellent written and verbal communication skills.
  • Strong interpersonal and customer service abilities.
  • Detail-oriented and capable of managing multiple tasks in a fast-paced environment.
  • Proficient in Microsoft Office Suite or related software.

Education and Experience

  • Bachelor's degree in Business Administration, Human Resources, or a related field is highly desired
  • Two to three years of relevant experience is a plus
  • HR Certification is a plus
  • SHRM membership is a plus
