Description:

The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu's rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in Hawaii's history.

Skyline's route is approximately 19 miles with 19 stations along Oahu's southern coast, constructed in three segments. The first segment, from East Kapolei to Aloha Stadium, is operational, with subsequent segments planned to extend from Middle Street through downtown Honolulu to Civic Center Station.

HART is seeking a dynamic, energetic individual for the role of Board of Directors Executive Officer, serving as the Executive Administrator and Secretary of HART's Board. This position offers excellent benefits and a salary based on experience.

Position Description

Role Overview: The EO is a key leadership figure within HART, reporting directly to the Board. The role involves advanced, confidential responsibilities requiring extensive experience and knowledge of HART and city policies. The EO provides high-level counsel, supports policy development, and manages sensitive information and strategic initiatives.

The EO researches complex topics, analyzes options, and makes policy recommendations to the Board, synthesizing diverse viewpoints into cohesive policies. The role demands understanding and application of relevant laws, regulations, and statutes, especially in administrative law, transportation, and transparency laws.

Additional responsibilities include policy development, legislative oversight, and maintaining organizational integrity. The EO oversees staff management, supports the Board's budget, and manages strategic planning and stakeholder engagement.

The initial contract is for one year, with compensation commensurate with experience and responsibilities.

Duties and Responsibilities

  • Policy Development and Research: Conduct in-depth research and provide policy recommendations on transit, legal, and federal matters.
  • Budget Management: Assist in developing and maintaining the Board's annual budget, including forecasting and resource allocation.
  • Strategic Planning: Advise on meeting schedules, prepare agendas, and ensure legal compliance with deadlines and laws.
  • Information Management: Handle confidential information, review materials, and make critical determinations regarding organizational records and evaluations.
  • Legislative Oversight: Ensure integrity of Board processes, interpret rules and laws, and draft official actions.
  • Operational Oversight: Oversee the work of the Board Administration, including meeting preparation and record-keeping.
  • Stakeholder Engagement: Coordinate with City agencies, legislators, media, and other stakeholders.
  • Communication and Outreach: Draft and finalize communications, speeches, and presentations.
  • Relationship Management: Build and maintain relationships with Board members and key partners.
  • Administrative Support: Provide support during Board meetings and supervise support staff.
  • Record Keeping: Oversee minutes, actions, and official records.
  • Additional Responsibilities: Perform other high-impact duties as required.

Required Qualifications

  • Graduation from an accredited college/university, preferably in business, public administration, economics, or related fields.
  • Minimum of four years of progressively responsible professional experience, including interaction with policymakers.
  • Strong problem-solving, judgment, and discretion skills.
  • Ability to manage confidential information and demonstrate excellent organizational skills.
  • Experience in research, policy analysis, and providing recommendations.

Desired Skills and Experience

  • Advanced degree, preferably a law degree.
  • Experience supporting a Board of Directors, including governance and compliance knowledge.
  • Proficiency in strategic planning, legal compliance, and project management.
  • Understanding of HART operations and transportation policies.
  • Experience engaging community stakeholders and managing complex projects.
  • Strong communication skills and technical proficiency with relevant software.
