The Opportunity

The External Affairs Specialist position is an opportunity to contribute to AlohaCare's advocacy to advance the health and well-being of Hawaii's communities through its public policy, community giving and public relations programs. As Hawaii's only nonprofit safety net health plan, we act upon opportunities to better serve Hawaii's Medicaid and dual eligible Medicaid/Medicare beneficiaries, and the communities where they live, in partnership with the Hawaii Medicaid program and stakeholders who share our mission. Primary Duties, Responsibilities And Competencies

Collaboration and Continuous Improvement

  • Collaborate with external and internal partners to meet organizational goals
  • Contribute to continuous improvement of deliverables and processes
  • Demonstrate excellent customer service skills ensuring internal and external relations are conducted with a pleasant and friendly attitude and responds in a timely manner
  • Assist with strategy implementation, coordination, and planning for all External Affairs functions
  • Build and maintain long-term, productive organizational relationships through collaboration and partnership that support strategic objectives

Sponsorships

  • Maintain and organize sponsorship calendar, expenditure tracking, event details, points of contact, meetings and other activities
  • Coordinate collaboration with internal and external partners, including check requests, correspondence, print/video advertisements, guest invitations and attendance, exhibit tables and volunteers
  • Support related marketing, social media and media coverage activities
  • Coordinate AlohaCare swag and marketing materials
  • Monitor requests and coordinate response
  • Prepare reports and presentations including Board reports, Executive Council, Business Operations, All-Staff meeting presentations, and other business reports as needed

Public Policy

  • Produce timely, high-quality public policy advocacy work products, including testimony, memos, policy briefs, research, fact sheets, presentations, comment letters and talking points, for formal and informal forums including public hearings, digital/video/print media, small and large group presentations, and correspondence
  • Represent AlohaCare in a variety of public and private forums, including advocacy coalitions, legislative hearings, conferences, advocacy coalitions, committees, task forces, work groups and collaborative projects
  • Support AlohaCare's Health Safety Net Coalition, including coordination of invitations to participate, meeting schedule and logistics, guest speakers, preparation of meeting agenda and materials and participate in coalition workgroups discussions
  • Communicate effectively with a wide range of audiences including government agencies, legislators, community leaders and advocates, members, providers, employees and media
  • Facilitate collaboration, relationship-building, and partnerships among internal and external partners toward the development of community and government relations strategies and assist with their implementation to achieve outcomes and goals
  • Responsible for meeting deadlines, timelines, and commitments to ensure completion of multiple projects involving internal and external partners

Public Relations

  • Coordinate and attend meetings with internal and external partners, media and vendors
  • Support event planning for activities including news conferences, promotional and staff related events
  • Write and/or editing news releases and talking points for company spokespersons
  • Monitor industry media coverage and identify trends, competitor activities, and/or opportunities to respond to a story or share information with media
  • Maintain a current media distribution list
  • Support relationship building with media contacts
  • Support social media strategy and planning, including posts
  • Coordination of consultants and vendors

Other

  • Coordinate and schedule meetings
  • Maintain administrative records
  • Distribute department mail and email
  • Prepare agenda and meeting materials
  • Post and update website as needed
  • Other duties as assigned
  • Comply with all applicable State and Federal rules, regulations, policies, and procedures relating to marketing, communication and advertising materials and activities.
  • Responsible for maintaining AlohaCare's confidential information in accordance with AlohaCare policies, and state and federal laws, rules, and regulations regarding confidentiality. Employees have access to AlohaCare data based on the data classification assigned to this job title.

Required Competencies And Qualifications

  • Bachelor's degree or equivalent combination of education and experience
  • At least 2 years of nonprofit, health, philanthropy, public relations, and/or public policy experience
  • Prior administrative support experience
  • Solutions oriented, collaborative, positive, energetic contributor, and self-motivated leader
  • Effective team player with members of various skills and expertise
  • Strong written, oral, and interpersonal communication skills
  • Strong organizational skills, ability to meet tight deadlines and manage multiple priorities
  • Strong analytical, critical thinking and problem-solving ability
  • Ability to work with diverse audiences and a variety of cultural and business environments
  • Detail-oriented and able to work independently
  • Flexible and adaptable to changing priorities and information
  • Strong proficiency in Microsoft Office products (word, outlook, excel, power point, teams)
  • Valid driver's license and access to an insured vehicle or other transportation for off-site activities
  • Willingness to embrace AlohaCare's unique mission, corporate culture, and overall goals

Preferred Competencies And Qualifications

  • Public policy (federal, state and/or county), philanthropy, events, advocacy, grant-writing, and/or communications experience
  • Website, social media, photography, videography or graphic arts skills
  • Relationship building experience
  • Managed Care experience
  • Knowledge of Medicaid and Medicare programs
  • Prior experience representing an organization(s) in public forums

Mental, Physical and Environmental Demands

  • Sedentary Work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Salary Range: $61,000 - $83,000 annually
