Civil Engineer III – Quality Assurance (Quality Engineer)

Description:

The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu's rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in Hawaii's history.

Skyline's route is approximately 19 miles with 19 stations along Oahu's southern coast, constructed in three segments. The first segment from East Kapolei to Aloha Stadium is operational, with subsequent segments planned to extend service through downtown Honolulu to the Civic Center Station.

HART seeks a candidate for its Quality Assurance/Quality Control Team to provide professional, technical, and leadership support to the Director of Quality Assurance and Quality Control, ensuring compliance with quality and contract standards, particularly those requiring industrial engineering expertise.

Responsibilities

  1. Assist in quality assurance oversight and monitoring for project, civil, and industrial engineering, procurement, construction, inspection, testing activities, and regulatory compliance within the Quality Management Program (QMP).
  2. Track and monitor corrective actions in accordance with Federal Transit Administration (FTA) requirements.
  3. Develop and monitor quality audit requirements, focusing on industrial engineered systems and subsystems.
  4. Create and monitor key performance indicators to ensure 100% first-pass quality of all processes and products.
  5. Document reports on problems, findings, and issues; collaborate to resolve and prevent recurrence.
  6. Review plans and specifications for compliance with design, contract, and code requirements.
  7. Assist designers and engineers with technical interpretation of codes.
  8. Participate in evaluating and resolving non-conformances, deviations, and waivers affecting design and quality standards.

Minimum Requirements

  1. Bachelor's degree in an engineering specialty from an accredited institution and two years of non-registered civil engineering experience.
  2. Knowledge of civil engineering principles, mathematics, mechanics, and related engineering disciplines relevant to civil engineering.
  3. Ability to perform or supervise civil/industrial engineering design, construction, inspection, and reporting activities.

Physical health and condition standards are required for appointment.

Work Schedule and Location

  • Monday - Friday, 8-hour shifts.
  • On-site at HART offices in Honolulu; telecommuting is not available.
  • Relocation costs are not covered; candidates must be able to commute or relocate to Honolulu.

Salary Range

$63,096 - $89,820 annually
