POSITION PURPOSE :

The Project Site Safety and Health Officer (SSHO) is responsible for project and site safety by implementing and enforcing applicable safety standards (USACE / USCG / DOD / NAVFAC), project Accident Prevention / Site Safety and Health Plans, and North Wind Safety Program policies. The SSHO will exercise authority to stop work for adverse conditions, ensure safe site conditions, serve as a competent safety person, and verify equipment and resources are in working order and compliant with safety plans and hazard analyses.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  1. Conduct daily safety and health inspections, maintain logs including inspection details, hazards, corrective actions, and dates.
  2. Investigate mishaps, complete accident reports, and report near misses.
  3. Use OSHA Form 300 to log injuries and illnesses; post Form 300A on the site safety bulletin board.
  4. Maintain safety reference materials on-site.
  5. Participate in pre-construction and periodic meetings to review safety plans and hazard analyses.
  6. Review and approve safety plans and hazard analyses for compliance.
  7. Establish and monitor a Safety and Occupational Health Deficiency Tracking System.
  8. Ensure subcontractor safety compliance.
  9. Maintain a list of hazardous chemicals and their Safety Data Sheets (SDS).
  10. Prepare weekly safety activity lists for high-hazard activities and discuss during quality control meetings.
  11. Provide safety orientations and conduct regular safety meetings, documenting all discussions.
  12. Investigate incidents, identify root causes, and facilitate lessons learned.
  13. Enforce all safety regulations and standards.
  14. Be onsite during construction activities or at the Hawaii Office when inactive.

MINIMUM QUALIFICATIONS :

Education and Experience :

  • High school diploma or equivalent required.
  • Associate or bachelor's degree in occupational safety, construction management, or related field preferred.
  • At least 5 years of safety experience on NAVFAC, DOD, or Army Corps projects.
  • Experience drafting and reviewing safety plans.
  • Knowledge of USACE EM 385-1-1 standards.

Certifications :

  • 30-hour OSHA construction safety class or equivalent within last 5 years.
  • Construction Health & Safety Technician (CHST) certification.
  • 40-hour Contract Safety Awareness certification within 60 days of contract award.
  • Annual safety training totaling at least 24 hours over the past 5 years, including competent person training in key areas.

Skills and Abilities :

  • Knowledge of federal, HIOSH, USACE EM385-1-1, USCG safety standards, and consensus standards (NFPA, NEC).
  • First Aid, CPR, AED certification.
  • Effective communication and interpersonal skills.
  • Strong organizational and multitasking abilities.
  • Proficiency in Adobe Pro, Microsoft Office Suite.
  • Ability to work independently and make strategic safety decisions.

Additional Requirements :

  • Valid driver's license.
  • Ability to pass background checks and access federal sites.
  • Relevant project experience on similar size/scope projects.

Preferred Qualifications :

  • ASP or CSP certification.
  • HAZWOPER certification.
  • Local hire preferred; no relocation assistance.

Physical Demands :

  • Ability to sit/stand for long periods, walk, reach, lift up to 50 pounds.

Work Environment :

Work includes indoor and outdoor settings with exposure to weather, heavy equipment, noise, chemicals, and other hazards.
