Duties & Responsibilities

- This position reports to the Director for Auxiliary and Commercial Enterprises and will direct, plan, coordinate, and maintain the occupational and environmental and safety programs for all Community College campuses and administrative units.
- Provides leadership and technical expertise in all areas of environmental and occupational health and safety. Makes technical authoritative decisions, and develops and interprets policies, procedures, standards and best practices, ensuring compliance with federal, state, county, other applicable statutes, codes and regulations.
- Assists community college campuses in developing, coordinating, maintaining, and administering various required programs in the specialized areas of environmental health and safety (e.g. fire safety, hazardous materials management, biological safety, radiation safety, etc.)
- Conducts campus inspections, provides written reports on an annual basis to ensure compliance with applicable statutes, codes and regulations related to Occupational Health and Safety (OSHA) and Hawaii Office of Occupational Safety and Health (HIOSH) requirements, as well as Pipeline and Hazardous Materials Safety Administration (PHMSA) requirements.
- Ensures campuses are conducting facility and classroom health and safety inspections regularly and maintaining written records of inspections and corrective actions. This includes inspections for laboratory safety chemical hood testing, emergency showers, fire safety equipment, and eye wash stations.
- Conducts training in areas such as lab safety and chemical hood testing.
- Reviews campus standards, practices, accident reporting, fire safety plans, regulatory activities, etc., to ensure compliance with OSHA, HIOSH, and institutional risk management requirements.
- Conducts accident and near-miss investigations to identify causes and provides corrective and preventative measures to eliminate hazards and prevent recurrence.
- Develops and implements a comprehensive Environmental Compliance program, including Chemical Hygiene, Hazardous Material and Waste Management, and Occupational Health and Safety programs for all campuses.
- Coordinates campus Hazardous Materials Management Program compliance with federal EPA, Hawaii Department of Health, and UH Manoa policies.
- Advises the Director and supports campus coordination for Biological Safety, Diving Safety, and Radiation Safety programs.
- Provides technical recommendations for operations, maintenance, and staff training related to health and safety.
- Resolves complex problems using various resources, including consultation with UH Manoa Environmental Health and Safety Office.
- Keeps updated on changes in laws, policies, and advances in environmental health and safety.
- Reviews and recommends plans for new construction and renovation projects to ensure safety compliance.
- Assists campuses in addressing violations by HIOSH.
- Supports campuses in meeting MS4 obligations and requirements.
- Serves as liaison with agencies such as UH Manoa EHS Office, Hawaii OSHA, Department of Agriculture, and others.
- Maintains a community colleges occupational and environmental health and safety website.
- Performs other duties as assigned.
Minimum Qualifications
Education and Professional Work Experience
- Possession of a baccalaureate degree in Environmental Health & Safety, Chemistry, Engineering, Biology, Physics, Fire or related field and 5 years of responsible professional experience in environmental health and safety; or equivalent combination of education and experience.
Knowledge, Skills, and Abilities
- Broad knowledge of principles, practices, and techniques in environmental health and safety.
- Understanding of applicable laws, rules, and regulations.
- Ability to resolve complex problems creatively and effectively.
- Excellent written and verbal communication skills.
- Ability to establish effective working relationships.
- Proficiency with personal computers and software.
- For supervisory roles: ability to lead, manage priorities, and handle employee relations.
Supplemental Minimum Qualifications
- Ability to complete DOT hazardous materials training within 30 days of hire.
- Experience in Ergonomics and Injury Prevention Training.
- Ability to assess situations accurately and identify critical details.
- Strong time management skills.
- Ability to remain calm under pressure.
- Knowledge of relevant laws and regulations.
- Current certifications including OSHA 30-hour General Industry, HAZWOPER, Hazardous Waste Management, Emergency Response, ICS, First Aid/CPR/AED, Asbestos and Lead Abatement.
Desirable Qualifications
- Master's degree in related fields.
- Experience in laboratory, fire, radiation safety, and research compliance.
