Essential Job Duties SOS International LLC (SOSi) is seeking a Project Manager and Exercise Planner to join our team in Honolulu, Hawaii. This role is responsible for creating and maintaining a dynamic network environment, designing network infrastructure to support USINDOPACOM services, providing secret enclave access globally, and managing all aspects of project management and military exercises. The position directly supports USINDOPACOM's mission, addressing complex technical challenges and effectively coordinating critical Command and Control (C2) strategies throughout the extensive customer base across the Pacific theater. Project Manager/Exercise Planner will design, coordinate, and manage technical solutions supporting military exercises and strategic projects. The role requires direct interaction with senior DoD personnel, network engineers, system administrators, and stakeholders to ensure timely, secure, and effective execution of USINDOPACOM's mission. Manage the complete project and exercise planning lifecycle, from initiation through execution and closeout, delivering aligned solutions with strategic C2 initiatives. Conduct technical exchanges, initiate and facilitate detailed planning conferences, ensuring collaborative solution development. Develop comprehensive project and exercise plans, articulating milestones, potential risks, mitigations, and clear achievement benchmarks. Lead and conduct briefings, technical discussions, and presentations to senior management, DoD leadership, customers, and stakeholders. Ensure military exercises effectively align with operational and strategic objectives, leveraging existing and emerging technologies to enhance mission readiness. Conduct thorough After-Action Reviews (AARs), document lessons learned and ensure timely follow-up on identified actions. Conduct comprehensive project and exercise audits to ensure alignment with established DoD protocols, project milestones, and exercise objectives; utilize findings to drive continuous improvement in planning, coordination, and operational effectiveness. Foster innovation, implementing best practices and emerging technologies to continuously enhance project management and technical solutions. Ensure compliance with cybersecurity standards including Risk Management Framework (RMF), NIST 800-53, and Continuous Monitoring requirements. Demonstrates proficiency using Microsoft Office tools. Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information. Minimum Requirements Active, in-scope Top Secret DoD security clearance with SCI Eligibility and US Passport. Bachelor's degree in related field or equivalent experience (minimum 8 years relevant government/military service in IT, Cyber, or Project Management roles). Minimum five (5) years of project management experience, preferably within IT environments supporting large, multifunctional teams. Project Management Professional (PMP) certification. Demonstrated experience conducting military exercise planning via the Joint Exercise Life Cycle (JELC), preferably within the Pacific Theater. Comprehensive understanding of ITIL processes, including change, configuration, and release management. Strong interpersonal, oral, and written communication skills. Expertise in current technology areas, including network infrastructure, end-user systems, and security management. Proven capability to manage complex tasks under budgetary and time constraints across international settings. Preferred Qualifications CompTIA Project+ certification (or equivalent). ITIL Foundations certification. IAT II certification (Security+ CE, CCNA-Security, CySA+, or equivalent) An understanding of Zero Trust Architectures and their implementation Experience managing or deploying hybrid cloud solutions (AWS, Azure, or Google Cloud Platform) Familiarity with Agile project management methodologies, such as Scrum or SAFe Work Environment Working conditions are normal for an office environment. Fast paced, deadline-oriented environment. Approximately 20% travel required, primarily within the Indo-Pacific region and occasionally to continental United States (CONUS) May require periods of non-traditional working hours including consecutive nights or weekends.
