Description:

Naval Facilities Engineering Systems Command (NAVFAC) Pacific has awarded Dragados JV a $3.4 billion task order under an $8 billion indefinite-delivery / indefinite-quantity (IDIQ), multiple-award construction contract awarded in November 2021 to replace a dry dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor.

What you will be doing :

  1. Oversees safety program and procedures for one or more areas on the Project.
  2. Performs project site trend analysis and ensures accurate tracking of accidents, injuries, fire, property damage, and other safety-related incidents.
  3. Develops and conducts all safety orientations, trainings, and oversees project site toolbox talks for all project staff within designated timeframes.
  4. Ensures all required project permits and certifications are active, documented, and tracked for all required construction activities to avoid delays in the construction schedule.
  5. Provides technical expertise to training, equipment needs, and inspection requirements to support the construction schedule and promote project cost savings.
  6. Oversees equipment maintenance and procurement for project needs to ensure onsite crews have all necessary safety items before construction activity begins.
  7. Provides project status and trend analysis to the manager and project team, as needed.
  8. Oversees injury reporting and resolution for the entire project site. Reviews investigation documentation and corrective action plans to ensure appropriate mitigation strategies are implemented on the job site.
  9. Reviews and approves Daily Hazard Analysis (DHA) from direct reports and personal daily documentation to ensure accurate and timely tracking of safety procedures. Participates in Jobsite Hazard Analysis (JHA) discussions and documentation for the entire project plan.
  10. Creates, reviews, or approves the worksite safety and evacuation plan for the project site. Supports emergency response and vehicle access planning with the Project Manager.
  11. Maintains knowledge of FlatironDragados's company values and strategic plan.

What we are looking for :

  1. Bachelor's Degree in Health & Safety or related field from an accredited institution, valid CSP designation, and a minimum of 10 years construction safety experience in heavy construction (marine works, tunnel, or roadway).
  2. 10+ years' experience in construction or safety and experience managing construction or safety teams required.
  3. Bilingual speaker (English / Spanish) preferred. Must be a US Citizen.
  4. Must have a valid driver's license.
  5. OSHA 30 Hour Construction Safety Trained and knowledge and understanding of OSHA Construction Standards, DOT Safety Standards, and other state and federal agency guidelines.
  6. 24 hours of formal safety training in the last five (5) years.
  7. Knowledge of military operations and EM 385-1-1 highly desired.
  8. First aid / CPR / AED Certified.
  9. Ability to recognize hazardous situations and make independent judgments concerning the general safety of workers and to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  10. Administer compliance with the safety program and lead accident prevention efforts to ensure company and project safety goals are met.
  11. Ability to interact professionally with employees and clients of various levels.
  12. Developed skills in identifying and mentoring direct report safety professionals. Assigning tasks and training to build a strong and well-balanced internal team.
  13. Able to provide training and learning opportunities for construction teams based on expert safety knowledge and standard safety principles.
  14. Proven skill to identify onsite project safety risks and develop innovative and compliant mitigation strategies within safety program and agency requirement standards.
  15. Expert knowledge of construction site equipment, methods, and processes.
