The Procurement and Contracts Support Specialist positions are located in the centralized Procurement and Contracts program in the Department of Education. The duties involve performing and/or supervising and managing the oversight for various methods of purchasing and contracting a wide variety of goods, services, and construction for the entire department through the use of formal purchasing methods requiring the analysis and development of detailed, technical bid specifications, solicitations, and contracts, ensuring compliance with applicable policies, procedures, rules, regulations, and laws.
The Procurement and Contracts Support Specialist V performs the most difficult work in procuring and establishing standards and specifications for the most complex, specialized, and technical commodities and services; serves as a specialist with independent responsibility in problem-solving the most difficult and technical issues with assignments of a very complex nature; may serve as a supervisor to lower-level specialists; performs other related duties as assigned.

Legal Authorization To Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience Requirements: Graduation from an accredited four-year college or university with a Bachelor's degree. Excess experience of the type and quality described below or any administrative, professional, technical or other responsible work, which required a high degree of analytical skill, may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.
General Experience: Six (6) months of professional or other responsible analytical work which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action. Such experience must have demonstrated the ability to elicit information orally and in writing, applying problem-solving methods and techniques, identifying alternatives, using judgment in determining appropriate alternatives, and preparing clear and concise written reports and recommendations for action.
Specialized Experience: Three (3) years of professional experience in an area related to procurement and/or contracts administration requiring the knowledge and application of formal procurement and/or contracting methods (i.e., development or processing of formal bid specifications and/or contract development), principles, and standards for the purpose of developing, reviewing, analyzing, and auditing procurement and contracts activities, ensuring compliance with applicable laws, policies, procedures, rules, and related requirements.
Knowledge and Abilities Required: In addition to knowledge and abilities required at lower levels, positions at this level require:
Knowledge of: The principles and practices of supervision.
Ability to: Develop and draft specifications for the most complex procurement and standard contract actions; conduct highly complex studies and provide sound recommendations; develop and revise statewide purchasing and contracting policies, procedures, and guidelines; conduct audits and investigations; develop legislative proposals; analyze, evaluate and make sound decisions on complex problems; and for some positions, train and supervise others.
Qualifying Experience: Qualifying experience is not limited to that acquired in positions allocable to this series or in positions otherwise designated as 'professional.' It may have been obtained in any position, e.g., purchasing technician or agent, substantially engaged in formal purchasing, which involved the activities and knowledge specified above.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that the applicant has the ability to perform the duties of the position for which the applicant is being considered.
Supervisory Aptitude: Applicants must possess supervisory aptitude, demonstrated through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision; e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
