This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai'i.

Salary: $6,399 to $7,787 per month (SR-26, Step D to I)
Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.
The Investigator VI level plans, organizes, directs and coordinates a statewide investigative program concerned with civil, administrative and/or criminal investigations within an agency's jurisdiction; supervises a staff of Investigator IV's; and performs other related duties as assigned.
Work activities and requirements are broad and complex although violations investigated are related to specific program areas such as welfare fraud, controlled substances, regulated industries, consumer protection, etc. At this level, positions develop operating policies and procedures; resolve operational problems; recommend new laws, rules and regulations or recommend revisions; testify before the legislature; prepare budget requests and develop training programs.
This position is located in the Medicaid Fraud Unit, Criminal Justice Division of the Department of the Attorney General. It is vested with statewide police powers in accordance with Section 28-11 of the Hawaii Revised Statutes (HRS) and is authorized to carry and use firearms and ammunition. This position is a working supervisor responsible for conducting and supervising subordinate Investigator V positions that conduct complex Medicaid fraud investigations.
To qualify, you must meet all of the following requirements:
Quality of Experience: At least one (1) year of Specialized Experience must have been comparable to the Investigator V level, OR two (2) years must have been comparable to the Investigator IV level in State service.
Selective Certification Requirement (Criminal Investigations Experience): In order to effectively perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of interviewing and interrogation techniques; proper investigative report writing techniques; rules of legal evidence; search and seizure laws; laws of arrest; techniques of and equipment used in surveillance; proper use of force, including deadly force; and the Hawaii Penal Code.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Administrative Aptitude: Administrative aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.
Special Requirements: This position requires that applicants meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition AND have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties. Applicants may not possess a conviction of domestic violence.
Driver's License: Applicants must possess a valid driver's license at the time of appointment.
Drug Testing: If selected for employment, applicants are required to successfully pass a pre-employment drug test which must be paid for by the applicant.
