Senior Human Resources (HR) Consultant

Primary Purpose

Provides expert and strategic guidance and advice to member companies in matters relating to human resource administration, effective employee management and relations, compliance with labor and employment laws, and promoting services provided by Hawaii Employers Council (HEC) to help member companies reach their business goals.

Develops and conducts seminars, workshops, and other training programs as needed.


Essential Duties/Functions

  • Provides expert and strategic guidance and advice to member companies in matters relating to human resource administration, effective employee management and relations, compliance with labor and employment laws, and promoting services provided by HEC to help member companies reach their business goals. This includes, but is not limited to, consulting on matters relating to discipline, separation of employment, performance and leave management, and managing employee complaints.
  • Assists members develop employee handbooks, company policies, employment applications, performance evaluations, job descriptions, and other employment forms.
  • Develops, coordinates, or hosts webinars and seminars, and delivers training for member companies or small and large public events to advise attendees about various human resource topics, labor or employment laws, or business trends. This may include preparing and assembling appropriate training materials.
  • Conducts HR Practices reviews for member companies and provides recommendations and options for member consideration.
  • Engages in ongoing professional development in fields of human resources, labor and employment laws, Hawaiis business environment, and challenges facing Hawaii employers.
  • Collaborates with other HEC departments to identify member needs and promote services to assist members reach their business goals.
  • Logs all member interactions and member engagement activities in a CRM system.
  • Cover HR Hotline phone duty and other HR Consultants on leave, as scheduled (4 -5 times per month).
  • Assists member companies prepare for unemployment insurance appeals hearings. This includes explaining the process, helping members compile relevant documents related to the case, assisting in preparing witnesses and questions, and providing recommendations with developing a strategy for the hearing.
  • Accompanies the Member Experience Manager and/or VP & Director of Membership Development on member calls and meetings.
  • Conduct member visits (in-person/virtual) and manages member relationships to ensure member outreach, satisfaction, and retention.


OTHER DUTIES

  • Works independently in highly complex matters, including conducting research, overseeing or assisting with special projects, and drafting or finalizing materials for publication when required. Special projects include overseeing or participating in ad-hoc teams, such as the social committee, HR roundtable meetings, and developing HR related programs and materials.
  • Assist other HEC teams with HR and compliance related topics, including attending training sessions that require an HR Subject Matter Expert (SME).
  • Assists with the development of new member services relating to labor and employment law, HR services, or risk management.
  • Other duties as assigned.


Working Conditions

Workstation: Air-conditioned office. Remote work partially available. Duties require visiting other sites under a variety of indoor and outdoor conditions.

Equipment: HEC provided laptop computer, copier, facsimile machine, and telephone/voice mail system. Access to personal vehicle required. Must possess a valid drivers license.

Work Hours: Weekdays: Normal business hours. Weekends or additional hours as necessary to meet business needs.


Cognitive Demands

Most duties involve dealing with highly confidential and/or sensitive information requiring the use of good judgment and discretion. Duties also require analytical ability, attention to detail, concentration, ability to multi-task, and alertness. Requires dealing with situations involving changing priorities, complex issues, and maintaining cooperative and productive work relationships. Must be able to work under minimal supervision.


Physical Demands

Requires sitting for prolonged periods during meetings and at other times. Frequently requires travel to other sites with periodic travel to neighbor islands.


Communications Demands

Requires frequent oral and written communication with various management representatives, government officials, and HEC professional and support staff. Also requires making oral presentations in person and virtually before workshop groups and other meetings for up to three hours without a break.


Qualification Requirements

Skills/Knowledge: Must have broad knowledge of human resource management, employee relations, employment law, research methods, and procedures. Knowledge of labor law preferred. Must have strong communication skills (oral and written) and work effectively with management and executives at a variety of levels. Experience with Microsoft Office, customer relations management, and video platforms such as Zoom.


Education/Experience: Bachelors Degree in Business Administration, Human Resources, Industrial Relations, or equivalent education or experience is required. A minimum of ten years of progressively responsible experience in human resource management, labor and/or employment law, or any combination of education and experience which would provide the necessary skills, abilities, and knowledge to carry out the duties of this position.


Certifications: HRCI or SHRM certification or license to practice law in the state of Hawaii required.
