This position is located in the Master-Planned Community Branch, Land Development Division.

Participates in developing and recommending adoption of administrative rules, policies, and procedures governing the various aspects of developing, marketing, and managing master-planned communities; directs, oversees and participates in the development of master plans for large areas of Hawaiian homelands suitable for mixed uses, including residential, commercial, industrial, and agricultural uses.
Directs updating of comprehensive information about the land, adjoining land, available infrastructure, other physical conditions, social and economic trends and developments affecting the area, demands for housing, farming, ranching, commercial and industrial development in the area, traffic and transportation concerns, labor market for potential businesses, development plans for the area, and other planning issues.
Consults with representatives of landowners, developers, financial institutions, and other government agencies to explore their interest in developing the area and the likely timetable for projected developments, including the possibility of joint developments.
Directs the determination or determines the economic feasibility of development in consultation with consultants including calculation of costs, benefits, and returns on investment based on alternative development models such as mixed uses, number and sizes of parcels for specific uses, etc.
Participates in meetings with potential developers and investors to identify the availability of project financing from private sources, the potential market for lands set aside for commercial and industrial purposes, and the possibility of developing portions of the project by developer agreements or by joint venture; consults with planners, architects, and engineers to review proposed designs, layouts, and siting for mixed uses, recreational and community facilities, open space, common use areas, and proposed incremental development of areas.
Develops program activities to market commercial and industrial areas to be developed.
Oversees and/or participates in meetings with potential commercial and industrial lessees to promote the development and to obtain indication of leasing needs and interest.
Develops work plans for the implementation of approved projects through designated project managers.
Directs and oversees development processes including the preparation of requests for proposals and advertisements for bids, selection of developers and awarding of contracts, negotiation and documentation of contracts, groundbreaking, contract administration, and acceptance of completed work; directs preparation of submittals to the Hawaiian Homes Commission to obtain approval of development plans, developer proposals, agreements, and other matters of a policy nature or requiring Hawaiian Homes Commission actions.
Directs the preparation of periodic and special reports on the status of projects and on matters dealing with the work of the branch and makes oral and written reports to keep the Division Administrator, the Chairperson, and the Hawaiian Homes Commission informed; supervises and participates in drafting legislative proposals and testimony on county, State, and federal legislation dealing with master-planned communities and land development issues.
Supervises and participates in drafting comments and recommendations on legislation passed by the State legislature.
Conducts analyses of new legislation affecting master-planned communities and land development to provide division chief and others with information on their implementation.
Supervises and participates in drafting a wide variety of correspondence dealing with master-planned communities and land development matters.
Makes presentations to DHHL groups, community groups, and the general public; plans organizes, directs, coordinates, and reports on branch activities.
Develops work objectives, priorities, schedules, and resource requirements for branch projects and activities.
Assigns and reviews work of staff, providing advice and assistance in resolving highly complex or unusual problems.
Develops and implements internal work procedures and processes.
Administers personnel management functions such as establishing and filling positions, interviewing and recommending candidates for selection, providing orientation to new employees, training, scheduling vacations, approving leave requests, initiating overtime and travel requests, evaluating work performance, counseling staff, resolving complaints, maintaining discipline, and recommending personnel actions affecting subordinates.
To qualify, you must meet all of the following requirements:
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Land Use Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience which involved the conduct of studies relating to land use or management for residential as well as for commercial, industrial, or other income-producing purposes, demonstration of knowledge of, and the ability to assess the appropriate use of land and the application of laws, ordinances, and codes governing land development for commercial, residential, and other mixed uses.
Land Development Experience: Two (2) years of responsible professional work experience which involved supervising, coordinating or performing major land development planning and/or major land development projects for residential and other mixed uses. Such experience must have involved 1) large parcels or tracts of land comparable to a subdivision with a large number of residential homes and commercial, business or other combination of mixed uses; 2) the integration of various social, environmental and economic factors; 3) the utilization and coordination of a team of experts and professionals such as engineers and architects; 4) coordination with representatives of various agencies, community interest groups and others; and 5) dealing with development and construction issues such as onsite and off-site infrastructure. The experience may have been a combination of land development planning and land development project coordination work, but at least one (1) year must have involved responsibility for land development project coordination which required feasibility analysis, coordination of financing and budgeting, overseeing developer/engineering and other contractual agreements, and participation in the negotiation of developer agreements and contracts.
Supervisory Aptitude: Applicants must possess Supervisory Aptitude. Supervisory Aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Managerial Aptitude: Managerial Aptitude will be considered to have been met through successful performance of, or substantial participation in, organizing, scheduling, and coordinating a group of activities in order to attain program objectives within time, resource and budgetary limitations; interest in management demonstrated by the performance of work assignments in a manner which clearly indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; and success in trial assignments to managerial and/or administrative tasks.
Driver's License: This position requires possession of a valid driver's license at the time of appointment.
