This opportunity resides with All-Domain Operations (ADO), a business group within HII's Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

HII designs, develops, integrates and manages the sensors, systems and other assets necessary to support integrated ISR operations and accelerated decision-making. With data fusion and mission management capabilities for the Department of Defense, the combatant commands and the intelligence community, HII advances the mission around the globe.

HII- Mission Technologies is seeking a highly experienced Security Cooperation Planner with extensive special operations experience and expertise in the Pacific theater to lead critical international defense initiatives. The successful candidate will possess a master's degree, a deep understanding of Section 333 authority, and over 20 years of international coordination experience. This role requires specialized knowledge of the unique challenges and opportunities in the Indo-Pacific region and the ability to build and sustain strong partnerships with allied and partner nations.

  • Develop and implement security cooperation strategies tailored to the unique dynamics of the Pacific theater, aligning programs with DoD policies and Indo-Pacific Command (INDOPACOM) objectives.
  • Leverage extensive special operations experience to enhance partner capacity through tailored training, exercises, and operational planning.
  • Apply expert knowledge of Section 333 authority to design, resource, and execute partner capability-building programs.
  • Conduct in-depth regional assessments to identify capability gaps and recommend solutions to enhance interoperability and mutual defense readiness in the Indo-Pacific.
  • Lead international coordination efforts with partner nations, U.S. embassies, and INDOPACOM stakeholders to ensure synchronized security cooperation activities.
  • Prepare and deliver detailed plans, reports, and briefings to senior DoD leadership, partner nation officials, and interagency representatives.
  • Monitor and evaluate the effectiveness of security cooperation initiatives to ensure compliance with U.S. laws, regulations, and strategic objectives.
  • Serve as a subject matter expert on Pacific theater security cooperation, regional challenges, and interagency collaboration.

Minimum Qualifications

  • 20+ years of experience in international coordination, security cooperation, or defense planning, with a focus on the Pacific theater.
  • Master's degree in International Relations, Security Studies, Political Science, or a related field.
  • Extensive special operations experience, including planning and execution of international training, exercises, and capacity-building initiatives.
  • Comprehensive understanding of DoD security cooperation authorities, including Section 333 authority, and its application in the Indo-Pacific region.
  • Proven ability to collaborate with INDOPACOM, Geographic Combatant Commands (GCCs), and interagency stakeholders.
  • Strong analytical, interpersonal, and communication skills.
  • Clearance- Must possess and maintain a TS/SCI

Preferred Requirements

  • Demonstrated expertise in Indo-Pacific regional security challenges and opportunities.
  • Experience working with allied and partner nations' special operations forces.
  • Proficiency in relevant regional languages or demonstrated cultural expertise.
  • Familiarity with DoD planning tools and systems, such as G-TSCMIS and SCIP.
