Overview

GovCIO is currently hiring for a Technical Project Director to support the Department of Veterans Affairs (VA) the Healthcare Environment and Logistics Management (HELM) portfolio. The position will serve as the primary technical point of contact responsible for the nationwide implementation of Maximo as the Department of Veterans Affairs modernizes its supply chain management structure. This position is fully remote within the United States with core hours of operation from Monday to Friday 8 am to 5 pm ET.

Responsibilities

  1. The Technical Project Director will be responsible for supporting product goals, resource planning, and monitoring and reporting progress; provide oversight of contractors as needed and provide complete oversight of program milestones to ensure contractor team is meeting those goals.
  2. Monitor risk as required for the Maximo program. Contractor will be responsible for sharing pertinent information with the Maximo team and other stakeholders as required.
  3. Liaise with VHA Special Projects Team, OIT Infrastructure Operations (IO) and End User Operations (EUO) personnel, Austin Information Technology Center (AITC) and other Infrastructure IPT Representatives, team System Stewards and technical SMEs, VA Privacy Office, VALOR, and any other internal or external stakeholders as required for Maximo implementation.
  4. Work with leads to create strategies to improve ongoing activities as needed.
  5. The successful candidate will have a combination of IT project experience, both large and small, and must be well-versed in the full systems development life cycle, COTS integration, strategic information planning, business process reengineering, Risk Management, Testing, Scheduling and Financial Management practices.
  6. Manage one or more programs of size and complexity, may manage an operating/field office, and supervise professional and technical personnel performing in their customary disciplines.
  7. Maintain aggressive efforts to achieve objectives.
  8. Prepare manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  9. Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  10. Acquire follow-on business associated with areas of responsibility and support new business development by leading major proposals personally, or through subordinate program/project managers.
  11. Manage the customer relationship and provide technical direction and leadership.
  12. Manage all aspects of the development and implementation of assigned projects, providing a single point of contact for those projects.
  13. Identify and mitigate risks to the program.
  14. Specify systems requirements and ensure that completed systems meet requirements.
  15. Track all infrastructure artifacts and compliance efforts. Facilitate infrastructure scrums, IPTs, retrospectives, and other technical meetings and Agile ceremonies as necessary. Coordinate Authority to Operate (ATO) effort. Liaise and coordinate with technical SMEs to monitor compliance artifacts, monthly scan results, POAM creation and progress; Risk Management Framework (RMF) progress to ensure steps are entered in a timely manner; compliance artifacts such as Business Impact Analysis (BIA), Privacy Threshold Analysis (PTA), etc. for timely completion.
  16. Manage to cost, schedule, and performance for the engineering workstream. Able to define and implement project metrics for scope, schedule, and quality.
  17. Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  18. Effectively lead technical professionals and a cross-functional team.
  19. Ensure execution of quality deliverables within established schedules.
  20. Collaborate with teams across the customer organization to improve processes, results, and customer experience.

Qualifications

Required Skills and Experience:

  1. Education Requirements: Bachelor's degree in computer science, Information Systems, Engineering, Mathematics, Science, Technology, or Business/Business related field plus 15 years of relevant experience.
  2. Experience with IBM's Maximo product as well as implementation of this product into medical facilities and clinics.
  3. Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred Skills and Experience:

  1. Experience in server-less cloud technologies.
  2. Previous experience or knowledge of supply chain systems and technology is preferred, but not required.
  3. VA or federal contracting experience.

Clearance: Must be able to obtain/maintain VA Suitability/Public Trust clearance.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $170,000.00 - USD $180,000.00 /Yr.
