The Department of Environmental Services, Refuse Collection and Disposal Division is hiring an Energy Recovery Engineer. The position assists the Energy Recovery Administrator with monitoring the operating contractor's performance at the H-POWER (Honolulu Program of Waste Energy Recovery) waste-to-energy plant.

Duties include, but are not limited to:

  1. Developing and maintaining the necessary engineering records required to verify quality and quantity of waste processed.
  2. Verifying by engineering analysis that performance guarantees regarding capacity, energy and materials recovery, environmental regulations, residue quality and weight reduction are met.
  3. Verifying that technical contractual responsibilities are met and takes necessary corrective action with other division sections and private haulers as required.
  4. Performing engineering liaison with other divisional and governmental personnel, private interest groups and the general public in coordinating projects.
  5. Providing engineering input and participation in the planning of other waste-to-energy projects, such as landfill gas recovery.

Special Work Conditions: Daily work requires inspections of industrial sites and use of safety equipment on a full-time basis such as hard hat, safety glasses, climbing belt, safety shoes, and periodic use of various types of respirators, as well as knowledge on the use of emergency chemical showers/eye wash equipment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in an engineering specialty.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.

EXPERIENCE REQUIREMENT:
One (1) year of registered professional engineering experience in the planning, design, and/or operation of a large oil, coal, waste, or nuclear fueled power plant.

Applicable Skills:

  1. Knowledge of design requirements of a large oil, coal, waste-to-energy, nuclear power plants and other energy recovery facilities.
  2. Knowledge of construction standards, requirements and problems.
  3. Knowledge of plans and specifications regarding power plants.
  4. Knowledge of principles and practices of engineering regarding the design, construction, maintenance and operation of waste-to-energy plants and other energy recovery facilities.
  5. Ability to coordinate, review and monitor highly complex plant design, and operating and power contracts relating to the construction, maintenance and operation of power plants.

Preferred Experience: Experience in the planning, design, and/or operation of a large waste-fueled power plant.

LICENSE REQUIREMENT:
Current State of Hawaii registration as a professional engineer in Civil, Mechanical, Electrical, or Structural Engineering.

Applicants with a current out-of-state professional engineer license must obtain their Hawaii license prior to appointment.
