Job Summary:

Manages all operations of a branch or location activity consisting of several departments including the retail store personalized services, service station, food outlets, and concessionaires. Duties and Responsibilities include:

  1. Directly responsible and accountable for the performance and mission effectiveness of the Exchange and/or assigned departments as well as compliance with all operating procedures.
  2. Assesses the overall efficiency and integrity of assigned functions with particular emphasis on high-risk areas that may be susceptible to loss such as inventory shrink, shoplifting, refund fraud, paperwork error, associate theft, receiving, and Open Purchase Order (OPO) errors.
  3. Ensures adherence to all directives, policies, and regulations relative to the management of cost control and loss prevention initiatives.
  4. Plans and directs all operations of the activity to ensure achievement of established sales and profit goals.
  5. Initiates corrective action as necessary and implements NEXCOM policies and procedures.
  6. Monitors activity operations and recommends staffing requirements based on projected sales and service level goals.
  7. Responsible for uniform merchandise and assistance to military customers.
  8. Conducts meetings with associates and supervisors to ensure proper implementation of NEX programs and customer service.
  9. Performs administrative functions relating to the development of the activity budget and exercises obligational authority for the control of funds within prescribed limits.
  10. Researches and develops potential projects, prepares project submissions, and manages or assists in managing approved projects.
  11. Initiates correspondence relating to operational and administrative aspects of the activity and is responsible for the preparation and completion of required reports.
  12. Attends and represents the activity at operational and staff meetings, providing input on the activity's progress and goal achievements.
  13. Responsible for the personnel management of the activity.
  14. Reviews requests for equipment, supplies, etc.
  15. Carries out policy of courtesy and service.
  16. Works under the general direction of the District Vice President, General Manager, or other manager who provides overall guidance and assistance on matters of policy or procedures.
  17. Exercises judgment and initiative in carrying out all phases of the activity. Work is reviewed in terms of efficiency of operations and effectiveness in meeting operating goals.
  18. Performs other related duties as assigned.

Training Requirement:

Associate must receive hazardous material (HazMat) training within 90 days of hire per Department of Transportation regulations. Requires Secret Security Clearance. The incumbent of this position must file a Financial Disclosure Report (OGE Form 450) as required.

Minimum Requirements:

A total of 4 years consisting of the following:

  1. GENERAL EXPERIENCE: Three years experience in responsible work that enabled the applicant to gain a general knowledge of merchandising and retail practices and processes, skill in dealing with others in person-to-person work relationships, and the ability to exercise mature judgment.
  2. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for each 9 months of experience up to a maximum of a 4-year bachelor's degree for 3 years of general experience.
  3. SPECIALIZED EXPERIENCE: One year of responsible experience which provided a knowledge of retail and/or service type operations practices and procedures and an understanding of management methods and techniques utilized in monitoring, developing, and improving operational plans or similar work which demonstrated improving operational plans, maintenance of inventory levels and stock controls, customer services, maintenance of equipment, exempt or non-exempt supervisory experience, and maintaining effective sanitation, security, and safety regulations or similar work which demonstrated the knowledge and abilities to perform the work of the position.
