This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai'i.

SALARY: $9,142 to $14,625 per month (EM-05, Minimum to Maximum).

Duties Summary

A Personnel Program Manager in the State service manages a major personnel functional area which involves the planning, development, control, and coordination of operations and integration with all other functional areas; and performs other duties as assigned.

Examples of duties performed include but are not limited to:

  • Planning, directing, and overseeing a major functional area of statewide personnel management;
  • Participating in overall divisional planning and integration of programs;
  • Developing and maintaining operating and administrative procedures within the broad framework of legal and agency standards and requirements;
  • Formulating and recommending broad policy;
  • Clarifying, interpreting, applying, and securing compliance with laws, rules and regulations, policies, and procedures;
  • Conferring and consulting with other technical and professional staff;
  • Developing work programs and projects and improvements in activities and operations;
  • Controlling and assuring the effective implementation and conduct of activities;
  • Developing a comprehensive program plan and formulating budget requirements;
  • Planning and conducting staff meetings;
  • Preparing operational and other reports;
  • Recommending changes in organization structure;
  • Taking leadership in dealing with appellate and employee groups and representatives;
  • Preparing and issuing special instructions for non-routine and complex assignments;
  • Setting performance standards and reviewing performance evaluations;
  • Recommending personnel needs, changes, and actions and directing and participating in staff training;
  • May serve as relief in the absence of a division chief.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

  • Legal Authorization To Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
  • Basic Education: A bachelor's degree from an accredited four-year college or university.
  • Specialized Experience: Three and one-half years of progressively responsible experience in one or any combination of personnel management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations.
  • Staff Specialist or Supervisory Experience: Two years of either staff specialist or supervisory experience.
