Designs and develops information technology systems and procedures involving analysis and evaluation of information systems requirements and operating methods for a major area of information technology, requiring the integration and coordination of several sub-sections; develops plans for the implementation of recommended systems and procedures; may supervise subordinates as assigned; may serve as technical expert in a highly specialized, complex field; and performs other related duties as required.
Systems team manages virtual infrastructure, data centers, and identity & access management. Responsibilities include server administration, email & file, backup, and service resiliency.
Network team manages the entire network infrastructure for Maui County including Lanai, Molokai and Hana. Responsibility includes designing, managing and administering network devices which includes switches, routers, firewall, DNS server, Wireless infrastructure.
Responsible for the management of IT Enterprise projects throughout the County of Maui. Portfolio Management includes the intake and assessment of IT project proposals, with a focus on business drivers, resources, budget, timeliness, and prioritization against organizational strategic initiatives. Project Management responsibilities include the establishment of Project Management and Organizational Change Management processes, frameworks and methodologies, as well as business relationship, vendor, and all other stakeholder management.
Responsible for the implementation and management of Enterprise and Business Applications throughout the County of Maui in collaboration and coordination with departments and vendors and in alignment with County and IT strategic plans and initiatives. Such responsibilities include liaison and business relationship management between IT, the business, vendors, and other stakeholders, business consultation, as well as review of project proposals, management of requirements and business process analysis, system specification documentation, application and/or integration development, implementation and application configuration, report development, software upgrade management, testing, change control and organizational change management, and application maintenance and support.
This class is distinguished by its responsibility to analyze, design, develop and implement overall information technology systems for a major functional area requiring the integration and coordination of several sub-sections and which, in addition, may involve the supervision over assigned subordinates. Work at this level requires the integration and coordination of a number of interrelated organizational entities or programs which include substantial and complex problems. Positions may be assigned as a technical expert within a major functional area, such as database administration, network services, or operating systems.
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree and three and one-half (3 ½) years of data processing experience in information systems analysis which involved the conduct of feasibility studies and the analysis and design of information technology systems, at least one year of which must been at the fully competent level comparable to the Information Systems Analyst IV level class; supplemented by experience which demonstrates the ability to plan and direct the work of others; and, as applicable for positions requiring specific specializations, one year of experience in the applicable specialty area.
Possession of a valid motor vehicles operator's license (Type 3).
Principles and practices of public administration, supervision, organization and management; information systems and analysis, design and development; office systems and procedures; knowledge of electronic computers, data storage media/devices and other peripheral equipment, their capabilities and general processes; computer programming techniques; technical aspects of information technology, e.g., data base/data communication concepts; data sources and flow, interactions of complex systems, and capabilities and limitation of systems software and computer equipment; local and wide area network systems, as applicable; research and analytical methods and techniques; principles of report writing.
Gather, analyze, correlate and evaluate facts and make sound judgments; determine feasibility of converting various manual work processes to computer operations; analyze and apply machine capabilities to data processing operations; understand the legal and procedural requirements and the functions and organization of the programs under study; plan efficient organizational structures, work flow procedures and processes and integrate these in the overall information technology system; prepare clear and concise reports and operating procedures; work cooperatively with manufacturers' representatives, departmental officials, and others; effectively and cooperatively organize and direct the work of others.
Specialized knowledges, skills and abilities may be required to perform the duties of some positions. For such positions, certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position.
