This position is with the State of Hawaii, Department of Human Services, Division of Vocational Rehabilitation, Services for the Deaf Section located in Downtown, Oahu.
Communication Requirement: This position requires the ability to communicate proficiently in American Sign Language.
Salary: $4,155.00 - $5,055.00 per month (SR-16, Step D to I).

The Vocational Rehabilitation Specialist (VRS) I is a trainee level. The incumbent is expected to progress to higher VRS levels as outlined in the VRS training plan.
The VRS I incumbents who perform or are authorized to perform direct counseling services as specified in the State Plan for Vocational Rehabilitation Services must apply and be accepted into a master's in rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). The incumbent must progress to the VRS II level after successful completion of half of the required coursework towards a master's degree in rehabilitation counseling accredited by CACREP. Applicants are expected to complete the second half of the training to earn a master's degree and obtain certification as a Certified Rehabilitation Counselor (CRC) to progress to the VRS III level.
The division has an established operational training plan to be followed regarding requirements and timeliness for reallocation. If an incumbent is unable to meet the Personnel Standards and Personnel Development Requirements, or employment obligations, the incumbent must repay the amount of the financial support not satisfied through employment.
Duties Summary: The primary purpose of this trainee position is to learn the vocational rehabilitation casework process and program requirements for providing services to individuals with disabilities in order to progress to the next level in the VR Specialist series. Training focuses on learning the basics of the vocational rehabilitation program and casework process and provision of vocational rehabilitation services to an assigned caseload of non-significantly disabled individuals in various states of the rehabilitation process in which the problems are limited in scope but provide opportunity for the trainee to analyze, diagnose and evaluate cases, and recommend and take approved courses of action.
Minimum Qualification Requirements:
Education: Bachelor's degree from an accredited college or university.
Selective Certification Requirements: The applicant must possess the ability to communicate effectively with deaf persons by use of American Sign Language (ASL). Such ability may be demonstrated by experience with hearing-impaired persons which demonstrated knowledge of and ability to communicate with deaf persons using ASL or by formal training in ASL communication. Applicants must clearly indicate on their application their experience communicating, using ASL and/or formal training in ASL communication.
