Overview

Naval Facilities Engineering Systems Command (NAVFAC) Pacific has awarded Dragados JV a $3.4 billion task order – under an $8 billion indefinite-delivery/indefinite-quantity (IDIQ), multiple-award construction contract awarded in November 2021 to Dragados JV to replace a dry dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor. As a Contracting Specialist, you will rely on your knowledge of Federal Acquisition Regulations (FAR) to ensure the Project's procurement and contracting methodologies are compliant with regulations.

What you will be doing

  • Reviews contracts, provides technical guidance and ensures contractual terms are in compliance with FAR guidelines.
  • Supports the change order process by reviewing contractual modifications or amendments, ensuring continued alignment with FAR guidelines.
  • Interprets contract language to ensure the risks, rights and responsibilities of the Project are properly managed, limiting the Project's exposure to additional costs.
  • Assists Project in claim preparation, preparing for dispute resolution hearings or other alternative resolution methods meetings.
  • Coordinates documentation and monitors deadlines within the project contract regarding acknowledgement, owner notice and filing guidelines regarding claims and change orders.
  • Keeps abreast of any updates or changes in federal acquisition laws and communicates any such changes to Project leadership.

What we are looking for

  • Bachelor's degree in engineering or related field required
  • 10+ years' experience in government contracting with a deep understanding of Federal Acquisition Regulations.
  • Experience in managing contracts in the defense or federal sector, specifically for Navy or military procurement required.
  • Experience with complex scheduling, cost control processes, claims/change preparation and dispute resolution procedures.
  • Knowledge of construction contract agreements and change order processes required.
  • Knowledge of various methodologies for claims pricing and preparation.
  • Knowledge of accounting principles, including construction accounting, required.
