Salary: $9,142 to $14,625 per month (EM-05, Minimum to Maximum)

This position is located in the Master-Planned Community Branch, Land Development Division.

Participates in developing and recommending adoption of administrative rules, policies, and procedures governing the various aspects of developing, marketing, and managing master-planned communities; directs, oversees and participates in the development of master plans for large areas of Hawaiian homelands suitable for mixed uses, including residential, commercial, industrial, and agricultural uses;
To qualify, you must meet all of the following requirements:
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Land Use Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience which involved the conduct of studies relating to land use or management for residential as well as for commercial, industrial, or other income-producing purposes, demonstration of knowledge of, and the ability to assess the appropriate use of land and the application of laws, ordinances, and codes governing land development for commercial, residential, and other mixed uses.
Land Development Experience: Two (2) years of responsible professional work experience which involved supervising, coordinating or performing major land development planning and/or major land development projects for residential and other mixed uses. Such experience must have involved 1) large parcels or tracts of land comparable to a subdivision with a large number of residential homes and commercial, business or other combination of mixed uses; 2) the integration of various social, environmental and economic factors; 3) the utilization and coordination of a team of experts and professionals such as engineers and architects; 4) coordination with representatives of various agencies, community interest groups and others; and 5) dealing with development and construction issues such as onsite and off-site infrastructure. The experience may have been a combination of land development planning and land development project coordination work, but at least one (1) year must have involved responsibility for land development project coordination which required feasibility analysis, coordination of financing and budgeting, overseeing developer/engineering and other contractual agreements, and participation in the negotiation of developer agreements and contracts.
Supervisory Aptitude: Applicants must possess Supervisory Aptitude. Supervisory Aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Managerial Aptitude: Managerial Aptitude will be considered to have been met through successful performance of, or substantial participation in, organizing, scheduling, and coordinating a group of activities in order to attain program objectives within time, resource and budgetary limitations; interest in management demonstrated by the performance of work assignments in a manner which clearly indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; and success in trial assignments to managerial and/or administrative tasks.
Driver's License: This position requires possession of a valid driver's license at the time of appointment.
