Position Title: Government Estimating Supervisor
Reports To: Estimating Manager

Position Summary :
PSI is the largest privately owned shipyard in Hawaii, with two of the largest dry docks in the state. We have been in business since 1944 and have a large labor force of skilled craftsman with a full support staff of professionals who comprise of Engineering, Project Management, QA, EHS, Accounting, Contracts, Estimating, and Human Resources.

Pacific Shipyards is searching for a highly qualified Government Estimating Supervisor to provide supervisory oversight of the Estimating Department. The Government Estimating Supervisor will oversee all Government Bids from cradle to grave; to include business development, planning and estimating, transition to project execution, and support during project execution.

• Manage existing business relationships and generate new leads.
• Review, maintain and analyze historical job cost data to develop and support estimating standards.
• Identify and impose intermediate deadlines to support overall goal of completing estimate and submitting to price proposal on required date.
• Thorough understanding of ship repair planning and estimating.
• Monitors progress of estimators, engineers, and purchasers to ensure deadlines are met
• Engages in business development and identifies new leads
• Oversee and handle all parts of the estimating process: bid jobs, interpret blueprints, perform ship checks, write specifications, determine pricing strategies, negotiate contracts, and assist with change orders.
• Ensures the assignment of work is delegated appropriately.
• Communicates regularly with executive management customers, vendors, subcontractors, and consultants.
• Stays abreast of developments in the industry.
• Assists with planning future staffing requirements.
• Performs final review and signs off on all bid packages submitted to government customers.

Essential Duties & Responsibilities :

• Business Development, Planning and Estimating, Transition to Project Execution, and Support during Project Execution
• Has the responsibility and authority to work with all PSI managers to delegate and request support, from estimating through production
• Ability to organize and prioritize to meet deadlines in a dynamic, fast-paced environment
• Ability to read technical drawings
• Ability to read and understand government contracts
• Experience with proposal writing
• Highly experienced with Microsoft Office
• Good attitude and personality with excellent interpersonal skills
• Grows the business pipeline of qualified opportunities and achieves successful contract performance
• Collecting and reporting metrics across the organization in accordance with Pacific Shipyards International standards
• Strategically plan, identify, and mitigate risks to the success of the government programs
• Work independently to chart a path for the organization that is consistent with the strategic direction of the business
• Coordinate job proposal activities including labor, material, and subcontractor pricing
• Prepare proposal narratives, risk assessments, business case analysis in support of job proposals and/or new business efforts in accordance with company policies and customer requirements
• Provide support to key/strategic maintenance availability activities and proposals
• Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
• Researches and analyzes historical data, develop cost models to support proposal efforts
• Responsible for supporting technical and financial data to facilitate the preparation of proposals, to provide support for the contract negotiation process, and to provide budgets for awarded contracts
• Performs ship checks inspection to determine additional work scope information to support of the technical work specification and associated estimate. Travel may be required

Qualification/Requirements:

• Knowledge of Naval Vessels and ship construction methods.
• NAVSEA standards as well as federal and state regulations.
• Must be able to build advantageous business partnerships across industry that provide the company with opportunities, reduce risks to our existing contracts, and supports our strategic direction.
• Strong background in leading a diverse workforce. This requires providing direction and vision, establishing, and maintaining an effective organizational structure, building and maintaining relationships, communicating effectively with the team, and adjusting the structure as necessary to optimize outcomes.
• Ability to write effectively and the ability to accurately communicate to senior clients, corporate leaders, and partners
• Ability to access, interpret, and apply industry standards, law, and corporate policy and procedures to the management and execution of programs
• Ability to organize and prioritize to meet deadlines.
• Proficiency with spreadsheet and word processing software
• Ability to effectively operate standard office equipment
• Good attitude; must be a team player.
• Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
• Must be flexible in work hours
• Valid State of Hawaii drivers' license in good standing, class 3 or higher

Work Authorization & Security Clearance

• Must show proof of your legal right to work in the United States
• This position requires US Citizenship due to security clearance required for base access
• Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
• Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
• All candidates must submit to and pass a post-offer drug screening and a background check before employment begins. Failure to complete any of these steps will result in disqualification

Education/Training:

• At least 3 years of ship repair or marine industry experience preferred
• 5+ years project management experience
