Construction Inspector/Foreman

Location: Joint Base Pearl Harbor-Hickam, Hawaii
Title: Engineering Technician (ET)
Clearance: Ability to successfully obtain required security clearances

Scope: The ET will perform independent support services to satisfy the operational objectives of the NAVFAC Officer in Charge of Construction (OICC), Facilities Engineering and Acquisition Division (FEAD) Director, or the Resident Officers in Charge of Construction (ROICC). The ET will be assigned to support individual construction projects. Projects assigned will vary in type, complexity, and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, and industrial facilities. Projects may be in the range of $5M to $400M+.

Basic outline of Duties/Responsibilities include, but are not limited to the following Tasks/Services:

  • Furnish designated Government representatives with documentation indicating whether the construction conforms to contract requirements.
  • Act as the primary individual responsible for monitoring construction contractor's efforts with regards to on-site quality assurance and safety compliance.
  • Coordinate construction operations between contractors, station personnel, and other government agencies.
  • Provide technical oversight of multiple construction contracts.
  • Assess the adequacy of the construction contractor's quality control program.
  • Participate in all Preconstruction Meetings, Post-Award Kickoff Meetings, and Partnering activities during construction. Attend quality control, preparatory and initial meetings and monitor three-phases of control checklists for accuracy and thoroughness.
  • Act in direct support of the construction manager/construction oversight engineer.
  • Review/Analyze Requests for Information (RFIs) and submittals and provide the Government with comments and recommendations.
  • Maintain working files utilizing the electronic Construction Management System (eCMS) or other project specific Construction Management system.
  • Monitor compliance with environmental protection requirements and document all findings.
  • Report and document instances of non-compliance with quality control and safety requirements.
  • Monitor and document construction surveying, materials and system testing conducted by the construction contractor.
  • Provide review and analysis and notes, comments, and recommendations on Contractor's Requests for Payment.
  • Coordinate with Government representatives and appropriate construction contractor personnel before conducting required inspections and meetings, such as the NAVFAC Red Zone meeting.
  • Review interim and final DD 1354 documentation and provide the Government with comments and recommendations.
  • Assist in Constructability reviews. Provide written review comments and recommendations.
  • Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis. Review contractor submissions of as-built drawings for completeness and accuracy and advise Government personnel in writing as to the acceptability of these submissions.
  • Participate in final acceptance and testing of major building systems, including fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. Provide notes, comments, and recommendations for acceptance/rejection of the witnessed system based on contract document conformance.
  • Provide weekly reports of work completed to document field engineering support and quality assurance on each project assigned.
  • Generate daily inspection reports and make recommendations, including preparing quality assurance reports when necessary.
  • Annotate daily reports and document observations to correct inaccuracies reported by the contractor.
  • Provide meeting minutes for the Government when participating in design charrettes, preconstruction conferences, partnering sessions, preconstruction meetings, and quality control meetings.
  • Provide written updates on project status, including project issues, costs, and schedule information to team members, senior management and other relevant project stakeholders.

Qualifications:
  • 5 years of recent experience as a construction inspector or tradesperson with a basic understanding of engineering, architecture, or construction trades.
  • Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection or other trade related inspection certifications are desirable.
  • Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course.
  • Knowledge of the three-phases of control and Construction Quality Management process.
  • Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation.
  • Thorough knowledge of construction practices and methods and construction management skills.
  • Ability and experience to inspect materials, workmanship and construction and installation of various systems. Possess up-to-date knowledge of construction practices and techniques, including proper applications of construction materials and methods of installation.
  • Knowledge of Federal building projects design codes (UFGS) and Construction techniques.
  • Knowledge of the latest U.S. Army Corps of Engineers' safety publications (EM385-1-1, OSHA safety requirements), as well as all other applicable national health and safety regulations, codes and standards.

Other Requirements:
  • Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
  • Ability to obtain all required Security Clearances prior to commencement of work.
  • Work requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; climbing upon ladders; lifting/moving office files; recurring bending, crouching, stooping, reaching or similar activities. Walking will be required throughout the workplace facilities and at work sites.
