The employee in this position is a senior human resources person. The purpose of this position is to manage the various HR related functions such as employment, training, employee relations, compensation and benefits, compliance, affirmative action, and labor relations for their line(s) of business. Adept at HR Business Planning and Statistical Analysis.
MAJOR DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)
Actively and consistently support all efforts to simplify and enhance the customer experience.
Performs functional Human Resources related duties at the professional level.
Incumbent may carry out responsibilities in some or all of the following functional areas: employment, new hire orientation, training, employee relations, compensation and benefits, compliance, affirmative action, and labor relations.
Participates in various Human Resources projects including training initiatives, recruitment initiatives, and diversity initiatives.
Partners with business managers to provide human resources solutions that make their businesses more effective and build employee engagement.
Coaches and develops managers and supervisors in administration of disciplinary actions.
Participates on task forces to develop and implement personnel policies and procedures.
Recommends new approaches, policies, and procedures to effect continual improvement in efficiency of department and services performed.
Coaches managers and supervisors on completion of performance evaluations and compensation administration.
Manages escalated leaves and benefits issues in partnership with Employee Services Center.
Manages all benefits for their oversight area.
Ensures ADA compliance and initiates the interactive process, when applicable.
Follows up on all ADA interactive processes and recommends action steps.
Confers with Legal if applicable.
Assists in investigations, employee relations issues such as employee complaints, harassment allegations, and civil rights complaints.
Follows up with individuals on any type of disability and/or leave within their client group.
Coordinates information with Leave Administrator on all leaves of absence. Partners with client group management on return to work from various leaves (i.e., military, disability, etc.).
Supports Human Resource Information System with transaction entries and query writing to identify best practices reports.
Advises employees and management in the application of various Human Resources policies, procedures, laws, standards, and government regulations.
Provides and/or processes information for various Union-related reports and funds.
Handles labor issues for the particular area of oversight. Works closely with Union representative(s) on matters related to collective bargaining agreement and union workforce. Escalates to Manager for new areas or if issue could affect current practices.
Works with the Safety Specialist to address safety concerns for the particular area of oversight.
Regular attendance is required.
Skills/Abilities and Knowledge
Ability to read, write, speak and understand English at a very high level.
Considerable knowledge of principles/practices of Human Resources and advanced knowledge of employment law.
Must have excellent interpersonal skills, effective oral and written communication skills, and ability to organize and prioritize work.
Must be computer literate and able to proficiently use programs such as Word, Excel, PowerPoint, and Visio.
Ability to research and analyze various types of data.
Ability to make recommendations to resolve problems by using judgment that is consistent with standards, practices, procedures, regulation, and state and federal law.
High school diploma or equivalent required.
Bachelor’s degree and six (6) to seven (7) years of Human Resources experience, OR a Master’s degree in Human Resources Management and five (5) years of experience in the HR field, OR any similar combination of education and experience preferred.
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
RELATED WORK EXPERIENCE Number of Years
PeopleSoft experience preferred.
Performs other related duties as required or assigned.
General office machines such as personal computers, printers, copiers, scanner, calculators, telephones, fax machines, etc.
Must be able to work indoors and outdoors.
Employee will report to one primary location, but may be required, on short notice, to drive to area offices and areas within the Honolulu proper and travel to neighbor islands.
Hours: Monday - Friday, 8:00am - 5:00pm. Additional coverage as needed.
