Duties and Responsibilities:

  1. Coordinates academic support services related to providing equal access for students with disabilities in accordance with applicable laws, rules, regulations, policies, and/or procedures, including but not limited to the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973.
  2. Coordinates disability services for students at all Honolulu Community College sites.
  3. Represents the Honolulu Community College disability services program on relevant system and campus committees and serves as a liaison with instructional faculty.
  4. Keeps abreast of and provides consultation on academic accommodations, compliance with legal responsibilities, and program access for administrators, faculty, and staff.
  5. Collaborates with the campus ADA/504 Coordinator, relevant external agencies, campus disability service providers, and students to ensure effective and appropriate services.
  6. Develops and implements college handbook of disability policies and procedures.
  7. Reviews and updates the essential cognitive, physical, sensory, behavioral and environmental standards for technical occupational programs on a regular basis.
  8. Conducts student intakes and reviews documentation to determine disability status and eligibility for services.
  9. Determines appropriate academic accommodations that are consistent with students' documentation and do not fundamentally alter the program of study.
  10. Initiates midterm evaluations of students receiving academic accommodations.
  11. Informs counselors of the academic advising needs of students with disabilities and refers students to appropriate program counselors.
  12. Maintains records that document the plan for the provision of academic accommodations in accordance with confidentiality guidelines.
  13. As needed, supervises professional, clerical, and student staff including interpreters, captioners, note takers, scribes, readers, and lab assistants.
  14. Coordinates appropriate academic services including but not limited to assistive technology access; bookstore assistance; note taking; captioning; library assistance; registration assistance; sign language interpreting; testing accommodations; transcription of print material into alternative formats such as audiocassette recordings, Braille, electronic text, enlargements, and tactile drawings; mobility assistance; and parking and elevator access.
  15. Conducts orientations for high school students with special needs.
  16. Develops and conducts in-service training to respond to campus-wide professional development needs.
  17. Advocates for and provides instruction to increase awareness of disabilities, methods of support, post-secondary applications of federal and state laws, rules, regulations, and guidance, to raise awareness on campus and in the community.
  18. Assists students to assume the role of self-advocate.
  19. Develops and conducts sessions on effective learning strategies for students with disabilities.
  20. Develops and conducts assessment activities to evaluate the effectiveness of disability services.
  21. Analyzes findings and implements appropriate program changes in consultation with relevant campus constituencies.
  22. Reports program evaluation data to administrators.
  23. Submits annual budget requests to administration based on an analysis of past and projected needs of the students and program.
  24. Maintains records on available program funds and monitors expenditures. Related work activities include, but are not limited to, participating in faculty and administrative professional development activities, independently planning, organizing, and carrying out instructional and non-instructional assignments.
  25. Must be available for evening, weekend, and off-campus assignments (e.g. military bases). To teach on a military base, Department of Defense security clearance is required.
  26. Perform other related duties as assigned.

Minimum Qualifications:

  • (a) Master's degree; or,
    (b) Master's degree in Education and Bachelor's degree; or,
    (c) M.Ed.; or,
    (d) Master's degree in STEM-related field; or,
    (e) Bachelor's degree plus five years teaching in developing, implementing, and evaluating programs and services for students with disabilities in an education setting experience, including high school teaching experience.

STEM-related fields: Engineering, physical science, biological science or other STEM-related fields that require a minimum of 4-6 math or disciplinary math courses as part of the baccalaureate or master's degree.
Desirable Qualifications:
  • Demonstrated ability to provide disability services at the College level.
  • Demonstrated ability to provide academic support, student support, or related support services to students from various backgrounds, including students with disabilities.
  • Ability to communicate and interact effectively with students, faculty, and staff.
  • Ability to function autonomously and as a member of a team.
  • Strong interpersonal skills.
