Position Description:
A GIS/Cultural Resources Specialist position is available with the Center for Environmental Management of Military Lands (CEMML) to provide on-site program support for the Cultural Resources Management Program, Environmental Division in the Directorate of Public Works, U.S. Army Garrison, Hawaii (USAG-HI) at Pohakuloa Training Area (PTA) on the Island of Hawaiˊi. This position may also provide support to Schofield Barracks on the Island of Oˊahu, as needed.
The GIS/Cultural Resources Specialist position involves a combination of office and field activities to gather and verify data, and to maintain and update ESRI-compatible cultural resource geospatial data in compliance with U.S. Army spatial data standards (SDSFIE) and security requirements. Ensures data and metadata is complete and accurate. Incorporates new or updated information about cultural resources. Provides guidance and training to Cultural Resources staff on geospatial issues and tools. Manages, maintains, and secures data in one or more data systems. Familiarizes him/herself with existing data, schema, and Army cultural resources program requirements. Responds to data requests to support program requirements. The GIS/Cultural Resources Specialist will work closely, and in collaboration with, the CEMML Cultural Resources Project Director (Supervisor) and the USAG-HI Cultural Resource Manager (CRM) and Army staff in the Environmental Division in the Directorate of Public Works of USAG-HI.
LOCATION
USAG-HI Cultural Resources Management Program (CRMP) is part of the Environmental Division, and is comprised of two geographically separated sections: one at Schofield Barracks on the Island of O‘ahu and one at PTA on the Island of Hawai‘i. The goal of the CRMP is to develop and implement policies and procedures to protect against encumbrances to the mission by effectively managing cultural resources at multiple USAG-HI installations in the State of Hawaiˊi. Hawaiˊi is located 2,200 miles west of California and 4,000 miles east of Japan. Hawaiˊi offers endless opportunities for recreational and cultural activities, including camping, surfing, diving and snorkeling, hiking trails, museums, and parks.
USAG-HI provides installation management service and support for Army and civilian personnel at PTA along with Kilauea Military Camp and Kawaihae Harbor on Hawai‘i Island. PTA is located in the Saddle region on the island of Hawai‘i between Mauna Loa, Mauna Kea, and the Hualalai volcanic mountains. It extends up the lower slopes of Mauna Kea to approximately 6,800 feet in elevation and to about 9,000 feet on Mauna Loa. The training area is about midway between Hilo (pop. 50,000) on the eastern coast and Kawaihae Harbor on the western coast, with approximately 50-minute commute times. PTA is the largest DoD installation in Hawaiˊi and considered a remote assignment.

PAY RATE
Annual salary range is $66,000-$79,000, commensurate with experience and qualifications

MINIMUM QUALIFICATIONS
•BS/BA degree in Geography, Computer Science, Geographic Information Systems, Anthropology, Archaeology, or related field.
•Five (5) years of professional work experience managing geospatial data and metadata, applying spatial data standards, and creating maps and other products in Esri or Esri compatible software platforms.
•Proficiency in Geographic Information Systems (GIS) software including ArcGIS 10.X and/or ArcGIS Pro for data development and geodatabase management.
•Working knowledge of cultural resource applications of global positioning systems (GPS) technology, including data dictionary development and implementation.
•Proficiency with Microsoft Office Suite.
•Ability to use a compass, maps, laser range finders, and Trimble GPS.
•Willingness to work in a highly structured work environment with established lines of authority, procedures and protocols.
DESIRABLE QUALIFICATIONS
•MS/MA in Geography, Computer Science, Geographic Information Systems, Anthropology, Archaeology or related field.
•Expert working knowledge and experience with ArcGIS 10.X or ArcGIS Pro software.
•Experience with Department of Defense Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).
•Experience in AGOL, Collector, Survey123, and other Esri mobile applications.
•Experience developing and managing Microsoft Access databases to integrate collections, photographs, etc. with projects in ArcGIS a plus.
•Knowledge of database structure languages, such as SQL and database best management practices.
•Experience managing data storage with assurance of data accuracy and consistency through the database lifecycle.
•Experience instructing less experienced staff in the use of Esri, TerraSync and Pathfinder software and Trimble GPS equipment.
•Working knowledge and familiarity with U.S. federal historic preservation laws and regulations that govern cultural resource management.
•Previous experience in the Pacific region, particularly the Hawaiian Islands, is highly desirable.
•Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.
•Excellent verbal and written communication, organizational skills, and the ability to work with a wide range of data while meeting deadlines.
•Ability to act with diplomacy and discretion at all organizational levels is highly desirable.
