INTRODUCTION:

The Director of Information Technology (Chief Academic Technology Innovation Officer) is a pivotal strategic executive within the President's Office. This role provides strategic leadership in technology innovation, including Artificial Intelligence (AI) and other emerging technologies, driving the comprehensive integration and management of information technologies across the University of Hawai'i System's 10 campuses. This position ensures AI and other advanced technology solutions, enhances the instructional environment, research capabilities, and efficiency by driving system-wide initiatives, fostering innovation, and establishing robust governance frameworks for responsible technology adoption.

DUTIES AND RESPONSIBILITIES:

Strategic Leadership & Technology Innovation

  • Conceive and drive strategic plans for academic technologies, identifying and integrating AI and cutting-edge technologies.

  • Develop and implement a comprehensive academic technology and AI strategy and roadmap, to advance the University's mission, vision, and strategic objectives, encompassing student access, student success, research productivity, and administrative efficiency using data-driven decision-making for continual service improvements while maintaining competitive advantages.

  • Proactively review and revise strategies and policies to shape the future direction of AI and other advanced technology solutions, particularly concerning the ethical and impactful deployment of emerging technologies, across multiple platforms in response to evolving higher education expectations and technological advancements.

  • Advise senior leadership, the Board of Regents, legislators, and state executives, on strategic IT matters, risks, and opportunities, including the implications of emerging technologies, such as AI, for higher education.

  • Serve as a subject matter expert and thought leader on academic technology including AI to represent the university and engage globally with peers, professional organizations, and industry events, often in leadership positions, to ensure UH's IT programs are informed by best practices/workforce demands and to position the University as a leader in strategic IT adoption and innovation with emerging technologies.

Program Management & Operational Excellence

  • Oversee the design, implementation, maintenance, and optimization of academic technology infrastructure, ensuring continuous availability, performance, and security across the system, including robust support and security for advanced technology infrastructure and data.

  • Collaborate with Information Technology Services to manage IT relationships with vendors and third-party software providers and evaluate performance.

  • Develop business cases for new or expanded technologies with budget estimates.

  • Implement and enforce academic technology policies, procedures, and standards to ensure accountability, compliance, operational excellence, and responsible technology adoption including AI.

Organizational Development & Responsible Technology Governance

  • Establish and maintain robust cybersecurity frameworks, implement risk mitigation plans, and ensure compliance with data privacy regulations, with particular attention to security vulnerabilities and ethical considerations related to advanced technologies, including AI.

  • Develop frameworks and promote best practices for the ethical, responsible, unbiased, and trustworthy use of emerging technologies, with a focus on AI, across the University.

  • Oversee initiatives to enhance technological proficiency and digital literacy throughout the university community, with a strong focus on literacy and adoption of advanced technologies, including AI.

  • Lead AI and emerging technology project team(s), overseeing their development of system-wide IT programs and initiatives from ideation to successful execution.

  • Remain current on technology trends, including AI, for continuous innovation while overseeing councils, committees, and working groups in applicable areas.

  • Forge partnerships with community organizations and industry to apply academic research, including in AI applications, in practical contexts and address workforce needs.

  • Investigate options for commercializing and monetizing university AI research and innovations.

Workforce Development and Training

  • Design and implement university-wide programs, including certifications and continuous learning platforms for students, faculty, and staff, to enhance AI and digital literacy across the university community, aligning with future workforce demands.
    Lead specialized training on AI ethics, compliance, and policy to ensure responsible technology navigation.

  • Foster collaboration with academic departments and technical administrators to integrate AI into curriculum development and pedagogical approaches.

  • Facilitate leadership training and workshops to empower administrators and department heads to drive AI and technology innovation.

  • Facilitate training and instructional support services for faculty and students. Create internship and fellowship opportunities with industry and global collaborations, that allow students and staff to gain hands-on experience with advanced academic technologies and AI applications.

  • Create structured pathways between academic programs and industry in AI, academic technologies, and digital innovation.

  • Design, execute, and continuously improve workforce development initiatives for underserved community members to promote digital inclusion and expanded access to academic technology resources.

MINIMUM QUALIFICATIONS

Master's degree from an accredited institution in Computer Science, Information Technology, Information Systems, Electrical Engineering, Artificial Intelligence, Data Science, or a closely related field.

7 years of progressively responsible experience in information technology, with at least 3 years in a senior leadership or management role within a complex organization.

Demonstrated analytical skills and extensive knowledge applicable to the areas of policy analysis and development, systems analysis, strategic planning, use of data and modeling, and principles of organizational behavior and structure.

Extensive knowledge of AI technologies, machine learning algorithms, and data privacy regulations.

Demonstrated strategic leadership in technology innovation, including Artificial Intelligence (AI) and other emerging technologies.

Experience driving the comprehensive integration and management of information technologies across multiple campuses or a large organizational system.

Proven ability to enhance instructional environments, research capabilities, and/or administrative efficiency through technology solutions.

Ability to develop frameworks and promote best practices for the ethical, responsible, unbiased, and trustworthy use of emerging technologies, with a focus on AI.

Strong business acumen and ability to align AI capabilities with organizational strategies and revenue generation opportunities.

Experience leading technology project teams and overseeing system-wide IT programs from ideation to execution.

Ability to design and implement university-wide programs to enhance AI and digital literacy.

Ability to facilitate leadership training and workshops to empower administrators and department heads to drive AI and technology innovation.

Demonstrated ability to work effectively in an administrative organization built around a fluid, consensus-building, and team approach to management.

Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders.

Demonstrated excellence in oral and written communication skills.

DESIRABLE QUALIFICATIONS

Doctoral degree from an accredited institution in Computer Science, Information Technology, Information Systems, Electrical Engineering, Artificial Intelligence, Data Science, or a closely related field.

Experience establishing and maintaining robust cybersecurity frameworks and ensuring compliance with data privacy regulations, particularly concerning advanced technologies like AI.

Demonstrated ability to work in a deeply multicultural environment, including within an indigenous-serving institution.

Working knowledge of the University of Hawai'i system and its administrative infrastructure and policies.

Experience in the strategic implementation and governance of Artificial Intelligence (AI) and/or advanced academic technologies in an academic context.

Experience with developing community partnerships to apply research and/or workforce talent pathways.

Experience advising senior leadership, boards, and legislators on strategic IT matters, risks, and opportunities, including the implications of emerging technologies like AI.

Engagement nationally with peers and professional organizations to inform IT programs with best practices and position an organization as a leader in strategic IT adoption and innovation.

Experience leading specialized training on AI ethics, compliance, and policy.
