TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.


A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Under the general supervision of the Public Works Administrator of the Facilities Development Branch, the CIP Planner II:


1. Fiscal Activities: (a) Assists with preparing the FDB operating budget and implementation plan; the six-year CIP program by analyzing anticipated needs, funding resources and economic trends; the annual CIP budget by compiling cost estimates, evaluating project justifications, making recommendations as to project scope, and acting in a resource capacity to present, explain or clarify the CIP budgets; the capital improvements budgetary requirements and providing to the proper State departments for Executive action; and the periodic capital improvements management report for the DOE. (b) Consults with and advises school, district and State DOE personnel regarding requests for capital improvements projects. (c) Engages in budget planning for CIP project service and maintenance; manages all aspects of the CIP allotment process, from receiving requests to tracking allotments and executing disbursements. (d) Assists with preparing encumbrance reports or updates tied to active, open projects for critical biennium year lapsing projects.

2. Fiscal Administration: (a) Assists in reviewing bids and recommending transfer of funds between projects as required. (b) Prepares CIP presentation material and provides for testimonies regarding the capital improvements program to the Board of Education, legislative staff personnel, legislators, and/or legislative committees. (c) Coordinates with other state department or DOE personnel to execute the implementation plan for projects authorized by the State Legislature. (d) Assists in the preparation of legislative acts regarding capital improvements. Researches and drafts responses to inquiries from the Legislature. (e) Coordinates efforts for preparation of any CIP audits and other related activities.

3. Administrative Support: (a) Initiates research, analysis and reporting of various fiscal activities including CIP projects; (b) Assists with other administrative planning activities relating to budget, human resources, communications, and other business administration activities. (c) Manages and maintains AG's billings and breakdown for work assigned to FDB. (d) Manages the motorpool for FDB and reports to DAGS motorpool and associated schedules.

4. Fixed Asset Financial Reporting: (a) Prepares, maintains, and updates the fixed asset schedules for DOE's land, buildings, furniture and equipment. (b) Coordinates recording and transfer of completed CIP and R&M projects. (c) Works with FDB Construction Management and ASB Project Control upon completion of projects to record the fixed asset schedule.

5. DOE's Financial Accounting System; develops Standard Practice Document for the CIP project accounting; creates and enforces proper and consistent recording of CIP entries into the DOE's Financial Accounting System; and models DOE CIP project accounting procedures with DAGS.

6. Performs other related duties as assigned.Education: Graduation from an accredited college or university with a bachelor's degree in business administration which included coursework in accounting, management and decision sciences.

Desired Education: Bachelor's degree in public administration, educational administration, law, economics, or related fields.

Experience:Four (4) years of responsible professional work experience in capital improvement program planning of which one (1) year shall have been in an education program, agency or system.

Desired Experience: Progressively responsible professional work experience which involved actual CIP responsibility at the Hawaii State Legislature OR responsibility for the planning and execution of CIP projects and funds at any State of Hawaii Department or Agency.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge: Management accounting; government accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to CIP planning.

Desired Knowledge: Principles and practices of business administration and research techniques and analytical methods; principles and practices of public relations and budget preparation; construction processes and planning methods.

Ability to: Perform a variety of CIP planning functions; communicate effectively with others both orally and in writing; operate computer and other business machines.

Desired Ability to: Provide technical assistance in the field of specialty; gather and analyze data and assist in developing sound recommendations based on findings and conclusions; deal tactfully and effectively with others; analyze programs; present and explain budgets to public officials and others.

SALARY RANGE:EOSR-7, $110,136 to $155,904.


Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.


All others will be placed on the first step of $110,136.

WORK YEAR AND BENEFITS:This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
